    Default Cupping Water

The leaves on several of these bushes are curling. I assume it's some form of fungus or blight that's causing it. But after it rains they hold very large water drops as a result.

It just looks that way. The sky overhead was partly cloudy, with the clouds being fairly white. The reflections of the clouds combined with the smooth texture of the leaf is what's giving the illusion of frozen water.
