The photo was taken very close to here: http://maps.google.ca/?ie=UTF8&ll=44...01929&t=h&z=16 I can't say 100% as I am going a bit by memory. I know it's the right lake but I'm not 100% sure it's the right stream off the lake.
With respect to the GIMP plugin, this one was a "Script-fu script". File extension is a .SCM. Download the script from the link earlier in the thread and then save it into your C:\Program Files\GIMP-2.0\share\gimp\2.0\scripts\ folder with the other .SCM files. Restart GIMP and you should see a new menu with the new script available. Let me know if this doesn't describe it well enough and I can whip up a little video to show you.
