Some sort of rubber / anti-slip mat..?
Sorry, been a long day at work. It is an anti slip mat. It is actually made of brick, not rubber. That would be salt that has worn off the bottom of shoes.

It looks like a lighting diffuser. The lines and colour make me think of a fancy car tail light?
