In this case it would have been ok because he didn't actually take a series of shot and stitch them ... it's a panaramic crop of a single image.

Doesn't matter ... you brought up a very valid point.
We could add even that the effect of a polarizing filter are more obvious when shooting at a scene with light from the side. This is part of the reason the polarizing filter isn't used in panorama's too often apparently I think.
