I think you said it perfectly, something is missing. I like the second image much better than the first. The first image is too cropped in (IMO) and is missing the complete slash of the water at the bottom and the area above the ridge has not enough showing.

The second image may just need some saturation/color enhancement, it is a little grey to me. There are a lot of waterfall images posted on this site, and these two just don't jump off the page like many do. Don't get me wrong, they are great shots, but like you said, something is missing, and I think the crop is wrong in the first and the color is off on the second.

Maybe even try a B/W on the second since there are only three basic colors in the image, white, grey, and a little green. There are some great shadows under the cliff and rocks and with the white of the water, it may make a great B/W.

Once again, take my critique with a grain of salt because I am a novice.

Thanks for your input. I think I need to go back and re-shoot on a day with better weather. It had rained in the morning and was pretty grey and dull. It also made it treacherous to climb around the rocks to get a good vantage point. I almost went in more than once.

I really like the composition of the second image with the rocks and trees in the foreground as it gives a sense of perspective. What distracts me though is the cut off trees at the top of the image. I might suggest trying a portrait version of the shot in this case.
In the first shot, I think the crop might be a bit too close. what I would try for is more water at the bottom of the image so you can better see the flow.
One more suggestion might be to add some contrast to the image as well as I think that might be what is also missing.
