I think it would be a mcuh better photo if the weeds were not blocking the view. I seem to keep wanting to look around or through them to see the view. That's just my opinion and it's worth every penny you paid for it.
I can see the attraction to using the grasses as foreground interest but if you were to remove everything else from the photo you'd see that the grasses cover 75% of the frame. That's too much I think. In this case I think you shot a little too low. Instead of adding interest, they've become a distraction, in fact, an interference to almost everything else.
The sky is a little strange in colour also. I think some colour correction and levels need to be adjusted as well. This would also help with the flat feel to the photo and create some punch perhaps.
to me the three largest and closest grass are the most distracting, if they were not there, they would help frame the photo and still let you have that element in the photo.
seems that you were trying to go for almost an HDR type edit?
very pretty place though, and I like the boat in the background.

I hope you don't mind but it said "feel free to edit" so I tried a quick edit to see.
I know I didn't do that great of a job removing the weeds but I think it opens the shot up more.

Might not be the best editing BZD but it does illustrate well how much better the shot would have been had those grasses been removed before taking the photo.
I don't have a problem with the weeds. I do have issues with the lighting.

I like that one, but it's too bad the boat gets a bit lost.
I don't think the sky is too bright, but I do think the ground is too dark The skies tell me it was a bright sunny day, but the ground looks very gloomy.
I don't really mind the tall grasses in the foreground, but I think the two top centre ones should be sharper. Perhaps it is just the jpeg compression making it look a bit soft. On the other hand the version with those two cloned out is also good, it leaves that section of coast nicely framed by grass.
