Yup the circular ones are graduated but just so it's crystal, you don't need to focus them per se, you just rotate them to find the graduated effect you like best.

He was saying that after focusing a lens that rotates it's front element while focusing, do you need to re-adjust the CP? Which of course you do assuming the graduated effect you wanted was right before focusing.
