Q1.....These are ads for Westjet airlines....the ad is in reference to that fact that you can check in 2 bags (or large teddies) for free. The other carrier (AC) only lets you check 1 I believe and you have to pay for any additional. The ride is sponsored by Westjet and only runs during the Stampede. It takes you basically from one end of the midway area to the other.
