The shoes hanging by the wires means that is drug dealer in that area?
I'm just curious if this is the meaning.

I'm thinking it's just something someone did out of sheer boredom. Remember the movie "Wag the Dog"? It contained a song about an "old shoe" ... and people started to throw their shoes into trees, and over power lines ....
