The water's running a bit high - the sign isn't usually so waterlogged.
Blame it on the river, which feeds the pond ("Look, Ma, no banks"). The rains are keeping the reservoir at Lucky Peak full, so they've been releasing water.
Remember the fisherman picture I posted? This one is taken from roughly the same spot. It's a lot deeper than hip deep at the moment.
