One of my bird books shows that belly patch, and the bill is obvious. So yes, they're probably shovelers.
There was a group of them in the very shallow end of the apartment pond one year. I guess they got lost, because I've never seen them since. They were bill to tail, swimming in a circle. I'm guessing it was to churn the muck up so they could feed more easily. But it was funny to watch.

I know this is not a critique thread but I hope you'll consider a suggestion. I think this one would look really cool and all symmetric like if you cropped off the fellow on the far right.
