Need a little help figuring out how to set up a print

I bought a dozen nice black metal frames with mats at a garage sale last week. The hole of the mats are exactly 4x6. There are already some very nice images in the frames, but the are a weird size. The paper for the images are 5x7 and the images a just a tad over 4x6, leaving a nice 1/2 inch border all the way around the images.


The question I have is, do I print 5x7 with approx 1/2" borders, which will give me the 4x6 I want? The borders are just shy of 1/2" so the image fills the mat.


I am trying to figure out how to configure this in PS, so it comes out correctly.
