Can someone tell me, which is better to scan from quality point of view, the film or the print of an image?

Can someone tell me, which is better to scan from quality point of view, the film or the print of an image?
I scan all mine from the negatives and no reason to develop a photo just to scan it to pp it when you can just save the time and money and scan the negative.
i think quality wise if you have a film scanner, not a flatbed converted to film scanner, is better.
I had some slides scanned at a photo shop and they turned out reeeeally bad. If you're having them professionally done it might be an idea to ask to see some of their work first to avoid having to do it again. $$$
Thank you all for you inputs. Since I can possible get a films scanner(from my office of course) I will try that and see how it turns out.
