IMO i think that the Left shoulder has too much light and steers you away from the man's face and a possible secondary focal point of his hands.
The image makes curious about the man...his hardships, his pains, his joys and triumphs.
I agree with tomorrowstreasure but would also add it seems to lack a bit of definition in the facial area. His character lines seem muted.
I would like to see his eyes brighter.

This is a shot that I felt had a lot of potential but in the end just did not work that well. It's a shot of a stranger that I took in under 45 seconds (with his permission). I took it under terrible lighting conditions and had no fill flash (to balance the exposure). I worked on it a bit (dodging and burning) but I am left unsatisfied.

so i'm guessing you did dodging to his face? it seems a little disconnected from his body. the jacket is dark & shadowed, but his face is light. maybe it's that white beard, but i feel like his head is not fitting with his body.
I like it. The big distraction is his right eye and the edge of his hat. I think post processing( more burning). Maybe sepia would work.

With some more post processing, this could turn out to be a really nice photo. One solution could be to isolate him from the background and work with levels on just him, as well as some dodging and burning.
I think that this is a great photo. The dark face suits the mood. I particularly like the way that the elbows are cropped. The only thing I don't like is that the 'old man in the park' seems like a photographic cliche.
