I showed a similar photo as this last November I think it was. I recently downloaded the free trial of Topaz Adjust 3. It has different presets some of which resemble HDR. Here is my attempt at this. The ghosting of the figures is due to a very slow shutter speed.

Does a good job it seems. Nice looking street.

Thanks, Aussie. The city does a pretty good job keeping this street looking good. I forgot to mention that Topaz Adjust is a plug in for Photoshop Elements.

I like the blue lights and the blurred people. This plug-in seems to be very interesting!
