I am normally not a big fan of "in your face" post processing filters (I dont mind subtle effects). However, recently I have become intrigued by (and like) the images from https://www.flickr.com/photos/humaninterface
Does anyone know which filter or process he is using to achieve these effects?

Not a clue but I would suggest you simply message him through Flickr and ask how he achieves his look. You may want to be careful to tell him that you are not trying to copy him but that you are intrigued in the process and would like to see/know how they are created?

It seems to me that its block element in the core...
either selection (in block, then running recorded action) based blur/solarisation/any other light or color modification, or its finished plugin / effect, as sujon suggested....
Other par is definitive... duplicated layer, one before, one after effect, then selective masking/transparency or just erase brush tool, to undo effect on specific areas...
