Thanks all! Iggy, plus 15's are walkways that connect buildings together in the downtown core, so theoretically you never have to leave the warmth of the indoors during winter. There was actually a little Indy movie about that. I will have to try and look it up. This particular plus 15 is really more of a walkway over 9th avenue to a surface parkade. The winter part comes in as the glass is partially occluded by snow.

I think it may be a Calgary term, for sure, asnow. They are called plus 15's because they are 15 feet above street level.
