I stopped one at a place to take a picture of this crazy tree and I couldn't get anything good out of it but all around was so many great opportunities. The one of the log fence I posted was there and so was this one. Can't decide which one I like better though...

Personally, I prefer the emphasis on the fence post and softer, less distracting power lines in the second one.

I am just learing this whole DOF thing. I tend to do both extremes and haven't really found a use for the setting in between.
Should you always try and use the lowest f/stop possible for the shot for the best effect?

I too prefer the second one. The idea behind selecting the right depth of field or DOF is to put your subject in focus to highlight it. In this case, where your subject seems to be the fence post the second shot is better. If, however, you wanted to show the entire landscape as the subject matter then the first one would be more appropriate.
