Does shoes on a wire mean the same thing in Australia. If so, then the sign could be the tragic result.
Asnow, There are all sorts of stories about the meaning of shoes over a wire, the most common being a place buy drugs.
On this occasion however, given the location, I am pretty sure it is just artistic expression.
I was just taken with the comic (to my mind) juxtaposition of no standing because you have no shoes. Here's another.
